Time of the Fearless is considered to be a "free-to-play" event as all quests can easily be completed by all players without having to invest any extra resources that require to spend many Emeralds.
The event takes place approximately every 4-8 weeks. Contrast this with Hero of Outland that occurs every 15 days and Guardians of Outland that occurs only 2-4 times a year.
